Chapter 9 Rule on Consistent Credentialing – posted June 3, 2026
The proposed text for Chapter 9 is out for public comment based on substantive changes made from previous public comment. The public comment period ends July 12, 2026, at 11:59 p.m. Mountain Time.
To submit a public comment, interested persons may electronically submit written comments on the proposed rule to executivedirector@counselingcompact.gov with the subject line “Counseling Compact Rule Comment.”
Public Hearing: A public hearing on the Rule will be held if a hearing is requested by at least twenty-five (25)persons, A state or federal governmental subdivision or agency, or an association having at least twenty-five (25) members.

Counseling Compact Implementation Status/Update - Wyoming
Becoming an active state in the Counseling Compact requires significant planning and careful implementation. The Wyoming Mental Health Professions Licensing Board is working diligently to ensure that counselors and the public have a seamless, secure, and reliable experience once the Compact is live.
The Wyoming Mental Health Professions Licensing Board is currently completing important steps, which may include:
Adopting rules and setting fees to ensure clarity and consistency.
Preparing IT systems so they can share accurate data in the required format.
Assigning and training staff to provide strong customer support.
Conducting thorough testing of data uploads and validation processes to ensure accuracy.
Creating an application process for counselors who wish to convert a privilege into a home state license.
At this time, The Wyoming Mental Health Professions Licensing Board does not have an estimated start date at this time. Status updates will be provided as they are available.
Although not all states are yet active, progress is underway across the country. Each step completed brings the Compact closer to full implementation, which will expand opportunities for counselors, improve access to counseling services, and help address workforce shortages nationwide.
